BLAPs
Once every two years, each D.C. government entity covered by the Language Access Act of 2004 must develop a Biennial Language Access Plan (BLAP) in consultation with the Director of Language Access and the D.C. Language Access Coalition. These plans describe (1) the types of oral language services that the entity provides and how that determination was reached; (2) the titles of translated documents that the entity will provide and how that determination was reached; (3) the number of public contact positions and the number of bilingual employees in the entity; (4) an evaluation and assessment of the adequacy of the services to be provided by the entity; and (5) a description of the funding and budgetary sources upon which the entity will rely to implement the BLAP.
